How to Install (Re-Enable) Chrome Extensions that are not downloaded from the Chrome Web Store
If you ever downloaded an Extension from a source other than Chrome Web Store and you cannot enable it using “chrome://extensions/” settings or if you get an error message that informs you that “Apps, extensions, and user scripts cannot be added from this website”, then you can follow the steps in this article to successfully install any extension that is not downloaded from the Official Chrome Web store.
Step 1: Check if the extension that you want to install is available in Chrome Web Store.
First of all you must check if the extension that you want to install is available in Google Chrome Web Store. If so, then you should install the extension from there. To do that:
1. Open Google Chrome and go to chrome menu and choose "Settings".
2. Choose “Extensions” from the left pane.
Note: If your extension is listed here, but you cannot enable it (the “Enable” checkbox is disabled), then first delete the extension by pressing the “Delete” button on that line.
3. Click the “browse the gallery” link or the “Get more extensions” link.
4. At the search box (left pane) type the extension that you want to install (e.g “PageRank Status”) and press “Enter”.
5. From the list of available extensions (at the right pane) select the extension that you want and press the “Free” (Install) button to add the selected extension to your Chrome browser.
6. Confirm your Extension installation by pressing the “Add” button and you ‘re done.
Step 2: Install any extension that isn’t offered at Chrome Web Store.
If you want to download and install any extension that isn’t offered in Chrome Web Store, then you have to download that extension in your computer and then install it into your Chrome browser manually. To do that:
1. At the Author’s extension “Add to Chrome” button, press the right-click on your mouse and from the menu that appears, choose the “Save link as…” option.
2. Save the CRX file (e.g. “Chrome.Extension-1.10”) to your computer (e.g. your “Desktop”).
3. Now at the Chrome address (URL) bar type “chrome://extensions/” and press “Enter”.
Note: If your extension is listed here, but you cannot enable it (the “Enable” checkbox is disabled), then first delete the extension by pressing the “Delete” button on that line.
4. Minimize the Chrome window size until you can view your desktop.
5. Finally “Drag and Drop” the downloaded CRX extension (e.g. “Chrome.Extension-1.10”.crx) inside Chrome Extensions.*
Additionally: You can also "Drag and drop" the downloaded CRX extension (e.g. “Chrome.Extension-1.10.crx”) straight from the download bar into Chrome extensions window.
6. Finally confirm the new extension installation by pressing the “Add” button and you ‘re done!

tried that, but in a few seconds after the installation the extension is blocked again.
