6. If the folder you are trying to move contains more than 1000 emails, create a new folder in the destination and then copy or move the emails from the source folder there in sets (eg copy or move "500 " emails each time).
7. Make sure you are not trying to move/copy folders to or from your archive mailbox.
8. Move the folder to a different top-level location. (eg if you have a top-level folder named "A" (with or without subfolders) and another top-level folder named "B" which contains the subfolder "C" which contains the "D" subfolder (eg "B\C\D"), and you want to move the "A" folder under the "D" subfolder but you can't, try moving it under the "C" folder.
9. As mentioned above, if one or more email messages in the folder you are trying to move are corrupted, this can cause Outlook to display the error "Cannot move or copy folders. Cannot copy folder." To work around this problem, try moving emails in sets until you find which ones cannot be copied because they are corrupted.
