FIX: Location Services are Grayed Out (Turned off by admin) on Windows 11.
If you can't enable Location Services in Windows 11 because the option is grayed out and Location has been turned off by an admin on the device, then continue reading below to fix the problem.
Location Services in Windows 11 allows apps, websites, and Windows itself to determine your geographic location to provide local information, like local weather and news, and to help find your device if it's lost or stolen.
Issue: The user cannot allow apps to access the device's location because "Location Services" & "Let apps to access your location" options are inactive and Location is disabled by an administrator on the device.
Cause: The problem often occurs on Windows 11 computers where the user does not have administrator rights on the device. For example, in corporate environments where the support team has chosen not to enable Location during the first device setup.
How to Enable Location Services in Windows 11/10 (FIX: Location has been turned off by an admin on the device).
Method 1. Turn-on Location Services as Admin.
As mentioned above, the "greyed out Location Services" issue is caused because the administrator of the device has disabled Location Services. To solve the problem, do the following:
1. Right-click on Start menu and choose Shutdown or sign out > Sign out.
2. Sign in to Windows 11 using an account with administrative privileges.
3. Go to Start > Settings > Privacy & security and choose Location under App permissions.
4. Turn On Location services.
5. Now Sign-out and Sign-in to to the regular account and you will be able to modify location services.
Method 2. Turn On Location Services in Registry.
The next method to fix the "location services grayed out" issue, is to enable the Location services via Registry:
1. Press the Windows + R keys, type "regedit" in the 'Run' box and press Enter to open the registry editor.
2a. In Registry Editor navigate to this path:
-
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\LocationAndSensors
2b. In the right pane open the DisableLocation REG_DWORD and set its value data to "0".
3a. Then navigate to this path:
-
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Policies\Microsoft\Windows\LocationAndSensors
3b. In the right pane open the DisableLocation REG_DWORD and set its value data to "0". Then click OK, close the registry editor and restart the computer.
Method 3. Enable Location Services in Group Policy (Windows 11/10 PRO).
If you're using Windows 11/10 Pro, follow the next steps to turn on Location Services via Group Policy:
1. Press the Windows + R keys, type "gpedit.msc" in the 'Run' box and press Enter to open the Local Group Policy Editor.
2. In Group policy editor, navigate to this path:
-
Local Computer Policy > Computer Configuration > Administrative Templates > Windows Components > Location and Sensors
3. At the right-pane open the Turn off location policy.
4. Set this policy to Not configured or Disabled and click OK.
5. Close the Group Policy Editor and restart the computer.
Additional help.
If after following the above methods the issue is not fixed, do the following:
1. Open Windows Services (services.msc) and verify that Geolocation Service is Running and the 'Startup type' is set to Manual or Automatic.
2. Open Command Prompt as Administrator and issue the following commands (in order) to repair the Windows Image and System files. Then restart the PC and check if the problem persists.
- dism.exe /Online /Cleanup-Image /Restorehealth
- sfc /scannow
3. Repair Windows 11 with an in-place upgrade.

This problem showed up after Windows update on three computers simultaneously.
Tried all fixes.
Two computers now fixed, but my most-used laptop still won't let Firefox or Edge access location.
Initially, 'Location Services' and 'Let apps access your location' were both grayed out.
'Location Services' was easily fixed, but 'Let apps access your location' remains grayed out.
Running Win11 as sole user/administrator.
I've spent many hours over two weeks trying to fix this.
